CFO Position

Are you a mentor and hands-on financial leader?  Do you have a proven track record of problem-solving to create efficiencies and improved financial performance?  Can you think strategically and offer and deliver results?   If so, Serve Credit Union (formerly Des Moines Police Officers’ Credit Union) is looking for an experienced Chief Financial Officer (CFO) to support and positively impact our growing organization.  The successful candidate will be a hard-working, passionate credit union leader that has a strong accounting background, strong analytical skills, and can effectively contribute ideas and solutions that benefit our Members and our Team.  The CFO is a key executive that provides leadership and support in meeting our strategic objectives and goals.

Key Responsibilities

  • Assist in developing and recommending short and long-term financial strategies.
  • Direct, oversee and manage the financial and accounting functions of the credit union to include but not limited to: ALM, accounts payable, accounts receivable, investments, payroll, taxes, budgeting, collections, general ledger, financial analysis, financial reporting, and recordkeeping.
  • Responsible for financial reporting, financial analysis, cash management, and forecasting on monthly, quarterly, and annual basis to Executive Team and the Board of Directors.
  • Monitor capital adequacy, asset quality, liquidity, and cash flows.
  • Prepare and process daily and monthly general ledger transactions including investment activity and schedules, prepaids, fixed assets, accruals, employee payroll, and 401(k)/retirement plan entries.
  • Serve as the Credit Union’s primary investment officer, managing liquidity needs and executing the investment policy in a manner that will maximize income while maintaining consistency with the Credit Union's risk and investment philosophies.
  • Provide information, analysis, and recommendations for ALM, investments, asset quality and mix, liquidity, interest rate risk, and interest rate recommendations (both for loans and deposits).
  • Evaluate the organization’s financial position to help strengthen the balance sheet structure and mix of the Credit Union as needed.
  • Develop, implement, and evaluate policies and procedures for the accounting/back-office functions.  Ensure that policies and procedures reflect current regulations are communicated to and implemented by credit union staff.
  • Research and analyze the feasibility of new and emerging products and services and their financial impact and benefit to the Credit Union.
  • Lead and manage the Annual Unclaimed Property/Escheat due diligence and reporting process.
  • Serve as the primary liaison to third party ALM provider and lead all ALCO activities and reporting.
  • Serve as primary contact to 3rd Party HR partner, performing all in house payroll processes such as timecards, preparing monthly journal entries, maintaining employee tax deductions and exemptions, and monitoring/validating bi-weekly payroll data for accuracy.
  • Oversee development and administration of new employee orientation and/or exit interview program.
  • Serve as primary contact for 401K/457B retirement plan activities including new enrollments and withdrawals.
  • Serve as 401K/457B Trustee and be responsible for oversight, review and submission of all required plan data, correspondence, reports, and forms. 
  • Oversee and manage the Credit Union’s Vendor Management Program.
  • Serve on the internal Business Loan Committee and evaluate participation loan opportunities.
  • Serve as the primary liaison for Audit Committee.
  • Serve as the BSA and OFAC Compliance Officer.
  • Stay abreast of laws and regulations that impact the credit union’s compliance requirements, with emphasis on Bank Secrecy Act, US Patriot Act, and OFAC.
  • Responsible for successful completion and submission of Quarterly 5300 Call Report and other regulatory filings.
  • Serve as primary liaison with regulatory agencies and auditors.
  • Assist with lease negotiations and major purchasing decisions for capital equipment or other capital asset expenditures.
  • Review Credit Union systems and workflow on an ongoing basis to offer recommendations for improvement to the Executive Team to maximize efficiency and quality.
  • Establish, communicate, track, and measure financial goals at all levels of the organization.
  • Provide ongoing coaching, training, and support for subordinates.
  • Prepare, review, and conduct employee reviews for direct reports.
  • Assure compliance with GAAP, federal, state, and Credit Union policies and regulations
  • Attend Board and applicable Committee Meetings.

Qualifications

  • Bachelor's degree in Accounting or Finance required.
  • 5 plus years banking or credit union experience required.
  • Strong attention to detail, problem solving, organizational and administrative skills.
  • Knowledge of generally accepted accounting principles and standards.
  • Knowledge of financial reporting and analysis.
  • Advanced Excel skills. Proficiency in Microsoft Office Suite.
  • Ability to handle multiple responsibilities and tasks concurrently.
  • Ability to work independently and under pressure of deadline.
  • Possess excellent written and verbal communication skills.
